No, it doesn't work like that K Train. I'm about 99.99% sure that if you do that, you have to enter the draft again the following year. For example, Bo Jackson did that. He got drafted (I THINK) #1 overall, but didn't wish to play for that team, so he went and played baseball for a year or something, and then re-entered the draft the next year, where he was taken in the (I THINK) 7th round by the Raiders. John Elway did something simliar too I think, being drafted initially by the Colts, refusing to play for them, and I don't recall for sure if he was traded like Eli, or if he did the baseball thing too (he was drafted by the Yankees or something as well) and re-entered the draft.
I do know for a fact that Bo was in the draft twice though, got drafted very early but refused to play for them, and ended up coming back the next draft and went in the 7th round. He lost himself a lot of money there, but being a 2 sport star like he was I don't think he was hurting anyway.
