I don't think its an off year, but rather just a result of parity in the NFL. With the salary cap, and the player's salaries continuing to rise, you simply can not have more than a couple stars on a team without compltely sacrificing other positions. The Colts currently are good because they have more than a few stars, who signed contracts at less than "star level" value. Some of the players are playing well past their expectations, and that is paying off for the Colts. I wouldn't say the level of the play has gone down from last year, or any other year, but rather it is just more difficult to put together a good team year in and year out.
