I am unsure of why the Falcons have not cut Vick yet. They do not want him to play for them. He has no trade value at all even if he does come back. The only way they can get cap help from him is if he pays them back which is not going to happen. Unless the rules change with an uncap year I do not see the point of holding on to him. All he brings is bad press to the team.

Well Vick did agree to pay 6.5 million dollars for the 2 years that he missed while in prison. So its not like they are taking a cap hit. The sad thing is the Falcons and the NFL knows he will be back soon. So they probably see some trade value in him plus its better for the Falcons to get a 3-7th round pick for Vick than nothing. I don't think he will bring bad press to the team much longer because once he is out of jail he will be in another team's uniform and it will their problem and not the Falcons.
