IMO after they were eliminated from PO contention, their was no reason not to play Smith. Give yourself a few games with him to see if he could be your guy, and how you scheme your offence around.
As far as being sold on Smith, I think it all depends on how Billick uses him. Some players scheme is the difference between good and terrible. Look at Alex Smith in 2006 and then this year. In 2006 he looked like a promising young QB. Then Turner leaves, the new guy has Smith playing out of a 7 step drop, and he is terrible. I think Troy is gonna be the same way
