By definition a contract is finished when the date expires.
They can tag him again. This gentlemans agreement not to tag him is a fools errand. The Bears can tag him if they want. I believe, according to the last C.B.A, that a team can use a franchise tag on a player, for two consecutive years. Angelo has already proven he can phuck up royally (unchecked boxes = no compensation....remember?) , if the Bears can't sign him long term, they better ensure that any team that wants to, compensates the Bears with players/picks. If they can't manage that, then there is no hope for this team in the immediate future, because they (management/owners) would have proven not up to the relatively easy task of making sure the team comes out with a positive, in this situation; sign Briggs = winning solution / tag him for another year of service or to gain compensation = win - win proposition.
