I think you're pretty close to being accurate... PSU has been remarkable at creating turnovers on D, and Martinez and the Husker offense have been equally adept at finding new and creative way to turn the ball over.
A PSU win won't surprise me, but I feel like Huskers will win but fail to cover. A bunch of sharps jumped on the line at +9 Lions when it opened and knocked it down to 7/7.5... I see that the public has brought it back to about 8.5 or 9 in most places now.
I'll take Penn State and the points.
