Be loose with your commissioner responsibilities. I've commished in several different leagues for the past 8 years and this is what I've found to be the best code to live by.

I normally am, I probably should explain the circumstances...
one of the teams involved in the trade, the owner dropped after the draft (for reasons not needed to be discussed here

) and so right now that team is currently looking for an owner. As commish I assigned it a 3 person type committee type deal, so inorder for any trades to be approved, 2 of the 3 people have to say yes.
normally I would just wait until that team has a new owner, but the team that is aquiring TO wants to then turn around and deal him to someone else in a trade that they have already agreed to that hinges on him getting TO
So I guess the correct question would be if you had TO on your team, would you trade him for carnell williams and laverneous coles...
