Lets say you're in a league where you're elite QBs average 20 points a game. Your elite RBs average only 12 points a game. But, you start two RBs and just one QB. I'd still value guys like Edge, McAllister, etc. over guys like McNabb and Culpepper.

See, the thing is that there's a HUGE dropoff in quarterbacks and not so much in runningbacks. Once you get past the touchdown-scoring RB's like Tomlinson, Alexander, and Holmes; the playing field is so even that it hardly even matters who you take.
Example:
Top scoring running back Shaun Alexander averaged 13 points per game.
My top chosen RB Rudi Johnson, who was taken as the 13th overall running back in this draft, scored about 10 points per game.
Daunte Culpepper himself AVERAGED a score of 9 points more per game than Drew Brees. That's huge. You can't make that up. I can make up 2, 5, or even 8 points at RB... Not to mention, I think Rudi Johnson is going to have a big year.
