It hasn't exactly been the dramatic overhaul some might have anticipated following a 1-15 season, but the Dolphins continued with what has developed into a slow and methodical approach toward rebuilding their roster Tuesday.

The latest signings? Another special teams standout (Keith Davis). And a kicker (Dave Rayner).

No doubt, despite the lack of name recognition behind most of the team's additions in the past two weeks, there still has been a distinct strategy buried somewhere within the current regime's public silence: It's better to discover talent than to pay for it.

Even with plenty of salary-cap space still available (the team still has just under $20 million available after Tuesday's signings), Miami has yet to dig too deep into its wallet for a blockbuster deal. That isn't likely to change much between now and the end of free agency, given a thin pool of free agents remaining on the market.

The latest additions of Davis, a backup safety and special teams captain in Dallas last year, and Rayner are added examples of the regime's continued discipline-in-spending philosophy.
