Offseason work starts without Samuel

FOXBORO - With little noise or fanfare, the Patriots [team stats]’ first official step in team-building for 2007 took place yesterday with the opening of the offseason program.
Players have started filtering back to the area after some time off, but Asante Samuel [stats] is expected to be the most notable absence from the workouts. The cornerback was slapped with the franchise tag in February but remains without a contract. Even if he had signed, Samuel typically works out on his own in Florida.
Scores of players skip working out on team grounds in the spring, preferring to stay near home or at a college campus. At Miami and Ohio State, large contingents of alumni gather to prepare for the coming season, rather than train with their NFL clubs.
The offseason program is limited to 14 weeks, with players allowed to be on hand for no more than four hours per day, four days per week. Workouts are not to be held on weekends, and coaches are only allowed to give players assigned times of two hours or less, with players free to do two additional hours on their own at team complexes.
During the 14-week window, teams are allowed to have two mandatory minicamps, one that requires attendance for just rookies and another where all players are to participate. In addition, the team is allowed 14 organized team activities, with a 90-minute cap on each and contact prohibited.
