I agree that that would likely work but I have a few questions:
1.) Where do they get the extra first round pick? I mean does it matter that Bush was drafted number 2 so should the team get an extra top 5? Becuase that seems greatly unfair to the rest of the league.
2.) What gaurntee is there that another team won't try to get their hands on Bush? Dnever would go after him along with A LOT of other teams.
3.) What is top stop a team from abusing that system? Example : Say the Dolphins didn't want Ronnie Brown or any of the first round talent in the '05 draft. Now they could draft any of them, never even try to sign him to get another first round pick in '06.
4.) And then you made the best point, a jerk like Snyder will not let this happen just to be a jerk.
Basically do some fine tuning, I will steal your idea and hand it to the NFL headquaters and try and get the credit for it.
