I'm not a professional scout brother, I'm not sure exactly what they see to rank these prospects. To me, Quinn looks the most polished out of all the QBs mentioned so far this season. Charlie Weis brought with him the same system (to the best of my knowledge) that he used to help Brady and the Pats win a handful of rings. For Quinn to handle that system and handle it well, to me, puts him ahead of the other top prospects. He already has an understanding (although somehwat basic) of an NFL style offense. He looks poised, and he looks ready to take his game to the next level.
Russell, again this is just my opinion, looks a little more "raw" right now than Quinn. I like his mobility, and I like his athleticism, but his decision making isn't where it needs to be quite yet for me to consider him to be in Quinn's range. If he stayed in school and finished out his Senior year, I think it would be very beneficial to him and his development. If he pulls out another game against a top quality team like Tennessee, on the road no less, I think he would have to come out this year and cash in on the NFL paycheck.
Again though, I'm not a scout. This is just from what I've seen in limited games. I'm sure DJ or Mouse would be better suited to answer these types of questions.
