Dowler will send the video to all 32 NFL teams, but no NFL scouts will be allowed in the building. A bizarre approach from a wide receiver who would be better served by setting up personal workouts than barring scouts from watching him. It shouldn't surprise if Kelly slips all the way to the third round.
