I'm talking about Culpepper, who's a borderline player around the league as to whether or not people think he's healthy enough to play. In cases like that, if you don't think the GM or owner (Al Davis in this case) has any say over it, that's your thing. Since we're throwing random names out there for the hell of it, I guess there's no possible way that the Texans knew Tony Boselli was injured and couldn't play, and they certainly didn't take him because the Jags wouldn't put Seth Payne on the expansion draft list if they didn't.
