Pete Carrol is a god among men at USC, why would he leave that for another failed attempt at the NFL?

I don't know that I would characterize Carroll's short coaching career in the NFL as a failed attempt.
He had a couple bad years but he had some good ones too.
I think his overall record is something like 33-31 which would put him just over .500, though I might be off by a game or two either way.
That said, I don't know that the Chargers are exactly the kind of team that Carroll needs to succeed. I think he would definitely need to address the Chargers' receiver situation immediately. I also think that part of USC's success is that they are simply much more talented than many of the teams they face. Scouting and recruiting are a big part of Carroll's success.
He won't have those same tools in the NFL. Scouting yes...recruiting to a much lesser extent in the FA process but even then it is much different scenario with money and cap room being things totally alien to him.
The draft is the primary building resource and it is much, much different than recruiting your next season's team.
I am not saying that Carroll is definitely NOT the answer.
I am saying that there are likely more qualified and just as likely to be successful candidates already coaching in the NFL among the ranks of assistant coaches.
You just haven't heard of them yet.
