Default Win Probability: Going for it on 4th Down

Faced with a 4th and inches against the Rams, Mike Nolan opted to go for the field goal while leading 17-13, giving the Rams a chance to take the lead with a go-ahead touchdown. The win probability calculations seem to accent the fact that Mike Nolan was far too conservative in sending out the field goal unit. Are coaches being to conservative on 4th down, sending the special teams units out there? I mean, I can understand the battle for field position, but I wish more coaches would step up and go for it on 4th down and use win probability.
