An penalty on the Seattle offense with four second left in Sunday's game did not qualify for a 10-second run-off of the clock that would have ended the game with the Rams winning 28-27. Instead, it allowed Josh Brown (3) to kick a game-winning, 54-yard field goal for the Seahawks 30-28 win.
A little-known wrinkle in the NFL rulebook worked against the Rams in the closing moments of Sunday's 30-28 loss to Seattle.
Because Seattle was flagged for an illegal-formation penalty -- and not, say, a false start -- there was no 10-second runoff on the game clock. Seattle quarterback Matt Hasselbeck hurriedly spiked the ball with 4 seconds remaining when the penalty was called.
"It was an illegal formation," referee Ed Hochuli told a pool reporter. "The players were all set, but the widest receiver, instead of being up on the line of scrimmage, he was in the backfield, putting only six men on the line of scrimmage."
So that was the penalty. But why no 10-second runoff?
"There are limited penalties that give a 10-second runoff, and this is just not one of those on the list," Hochuli said. "There's only three or four penalties that bring with them a 10-second runoff. The common ones are the false start, or when the teams are not all set. If that happens when there's less than a minute to go in the (game), there's a 10-second runoff. But this is just not one of those penalties."
If the 10-second runoff had occurred, the game would have ended with the Rams winning 28-27. Without the runoff, Seattle had a chance to attempt a 54-yard field goal, which place-kicker Josh Brown drilled for the game-winning points.
Interestingly, Rams defensive end Leonard Little said he heard Hochuli tell other members of his officiating crew that there were two penalties on the play: false start and illegal formation.
"That's what he said," Little said. "I thought you run 10 seconds off the clock with a false start.
"He said something like: 'The quarterback's going to (spike) the ball anyway.' That shouldn't make a difference. ... I think we got the short end of the stick with how that went. But I'm not an official. I don't know all the rules that go along with that. We came up short. If we'd have gone out and stopped them on that drive on defense, we would've won that game."
i didnt see a false start, and the rule is what the rule is.
Interestingly enough though I think I can remember a time when the Giants did infact lose 10 seconds becaues of an illegal formation, maybe it just cant end the game

yes whine about not having one on a technicality rule, rams, honestly, don't whine about how you couldn't stop the seahawks when they had no time outs and had to drive 45 yards. Don't whine about that.
That really sucks to have a game like that turn into a RIPOFF by sloppy bad officiating. That's sad to see that in the NFC West, Seattle is so UNDESERVING of first place. THey have played NOBODY this year, schedule is about as easy as wiping your ***, that is so sad! NFC North, South, East, has such deserving teams in first while in the NFC West, nobody deserves to be in first. Rams can't win a big one, Arizona can't win period, and the 49ers generally suck each year for the past 7 years thus far and counting. That officiatiing crew should be fired and roasted for what they did to football fans. Hawks are very undeserving of first place and I'll be glad the Eagles/Bears/Saints knock them off their perch very very roughly! Too bad the chicken **** schedule doesn't give Seattle any good games.

It's also the law of averages playing into it -- the Cards and Packers were both in positions to kick field goals at the end vs the Rams and kicked themselves instead.... the Rams just had one swing in the other teams favor at the end this week

And the seahawks played the bears, a team that for some reason everyone thinks has the superbowl locked up, so they have played somebody
