Might want to check your router's configurations, in that case, since it may be limiting your downloads. Do you know what your uploading speed is like?

And just out of curiousity, where have you tested your download speeds?

www.bandwidthplace.com My uploading speed is about at the same crappy rate, might go a bit higher to around 90 kb/s on a good day.
