I know there are a lot of network buffs and whatnot here so I was wondering if you guys could help me. I noticed when presssing ctrl+alt+delete there's a networking tab. I've always had a horrible wirless connection with my router, but just ignored it. I decided to take a look at the tab and saw that my network utilization % never even reachs double digits. My cable connection is about as slow as dialup if not slower at moments. My link speed is 11 MBPS. I was wondering if there were any tips for bringing the utlization up from .04% and whatever. Thanks in advance

I don't really understand what you're referring to on the latter, but what I meant was that my internet was slow, so I guess internet speed. I've always had terrible load times, slow download and upload speeds, lagging during games, horrible pings while my neighbor next door would have awesome pings on the same game server etc. Whenever I took speed tests the results were terrible. I'm pretty sure the downstairs computer (the one with the actual modem) runs at a perfectly fine speed.
What the second part means, essentially, is: are you only experiencing problems with getting files from the internet or are you also having slow transfer speeds when moving a file from computer A to computer B?
What speed do you get on download tests, and what's the speed you're suppose to get from your ISP? What's the results of the same tests from the other computer?
I'd make sure that the computer you're asking about has updated drivers for it's wireless card, and also suggest checking the website of the company that made the router for firmware updates.
I wouldn't pay too much attention to the Network tab in the Task Manager, however. Unless you've got one kick *** internet connection, it will never come close to 100%. Although, maybe check on it while you're doing a speed test to see how high it goes.
Can't really suggest too much more, however, since I've never set up a network through a router, but rather as a direct connection from PC to PC. But, just to make sure you're aware, anything that one computer is doing on the internet will negatively impact the other one. So if, say, the other computer is uploading a torrent at an uncapped speed, the other is going to have a horrible ping rate.

I don't want to get it to 100%, I want it kinda in the double digits. The comptuer connected to the modem gets 100's more kb/s than mine which gets around 80 on a good day. Most of my friends get between 500 and 1000 kb/s

Internet speeds are available in different packages. I get 3.2mb/s while my friend several blocks away gets about 1.3mb/s. I signed up for 3mb/s and he signed up for 1.5mb/s.
Style of connection and provider can also have a lot to do with it. Cable can usually reach a higher peak speed, but DSL seems more consistent in more populated areas since cable speeds thin out when there's more people connected to each node.
Are you using any download accelerators? Many websites throttle the speed per connection, but using something like FlashGet that uses multiple connections on each download can by pass that. Sure, each connection is still getting around 60K, but with 5 connections that puts you at 300K.
And I hope you're not comparing your 80Kb/s you see with your download window (in kilobytes per second) with what they may see on a download test of 1000kb/s (which is kilobits per second).

I know, I don't expect to get 1 mb/s, but I do want to get better than 60-70 kb/s with my cable modem even if it is thrugh a wireless router. Shouldn't I be getting higher than 60-70 kb/s on a download?
Generally, I'd say yes. But I don't know what speed your ISP provides in the services that you yourself have subscribed to, nor do I know what the other computer that's using that same router is doing at the time. So it's completely possible that 60-70 may be your max.
