i believe that if a player did not finish a team on a 53 man roster or a practice squad than you are able to sign that player....not absolutely sure on that though

It's called a futures contract. It's not official until free agency begins. It's all but done except for the seal of approval by the Commish's office at the appropriate time.

Then why doesn't every team do this instead of waiting until free agency begins.

Who is there really out there to sign? The only people eligible are not under contract right now with anyone. Only people not signed now either suck or coming off injury. How many teams actually have a roster spot open? How many teams would be willing to use a spot on a return specialist? Happens all the time, but you won't find any big name signing on futurse contracts, so you probably didn't realize it when they happen.

I was talking more so like the week before the free agency period begins, because isn't there a time period between when their contract are up and when they can sign with new teams.

As far as I know, there is no grace period. One season ends and the next one begins at 12:01 on the date previously set. I think it's March 2nd this year.
