I dont have the complete list but here are the one's I know
these were all PRE-Gibbs and Williams:

Irving Fryar (5 times)
Jessie Armstead (5 times)
Darrell Russell (2 times)

Eric Metcalf (3 times as a KR)
Tom Tupa (1 time...punter)
Eddie Murray (1 time, kicker)

Many of them were brought by Snyder (along with Jeff George

in 2000 merely to win the SB that year... they were all past there prime and not expected to be pro bowlers) -- this was Snyders second biggest mistake
To be fair Armstead played VERY WELL as did Russell his only year... the only one that jumps out at me is Trotter, but he never seemed to fit in Marvin Lewis' scheme and also got hurt.... Gregg Williams didnt think he was smart enough to play the MIKE in his system so they let him go. He's one I think is perfect and a "pro bowler" in JJ's system.
Under Gibbs and Williams they signed:
Clinton Portis (1 times)
Shawn Springs (1 time)
Ray Brown (1 time) - he was 40 when the skins signed him to be reserve
Mark Boo-nell (3 times)
All 4 have had good play --- Portis had 1300 and 1500 yard seasons and set the franchise record; Springs has played at "pro bowl" level and even Boo-nell had a 23 TD / 10 INT season last year and got them to the second round of the playoffs. Ray Brown was 40 when they signed him to be a "back up" and then he had to start for both Jansen and Thomas and did very well.
Also under Gibbs they have signed players that were not pro bowlers that have been good and/or made the pro bowl

C. Griffin (hasnt but played well enough)

the jury is still out but none were pro bowlers before.
Gibbs and Williams havent shown any desire to go out and get "pro bowlers" --- they've only signed 4 and that's counting 40 year old Ray Brown and 34 year old Boo-nell. Springs and Portis have played at "pro bowl" level.
